East Champaran — also known as Purvi Champaran — is an administrative district in the Tirhut Division of the state of Bihar, India. Its district headquarters is located at Motihari — a historic city known as the Lake City of Bihar. East Champaran holds immense historical significance as the birthplace of Mahatma Gandhi's Champaran Satyagraha (1917) — widely regarded as the first civil disobedience movement in India — which marked a turning point in India's freedom struggle. The district is also notable as the birthplace of George Orwell — the celebrated British author of Animal Farm and Nineteen Eighty-Four. With a population of 50,99,371 (2011 Census) and an area of 3,968 sq km, East Champaran is one of the most populous districts in Bihar.

Etymology

The name Champaran owes its origin to the compound Sanskrit words Champa-aranya (also written as Champaka-aranya). Champa or Champaka refers to the Magnolia tree, and aranya means forest. Together, Champaranya means the Forest of Magnolia (Champa) trees. It is popularly believed that the name was given during a time when the vast forested region was inhabited by solitary ascetics.

History

Ancient Period

In ancient times, the land of East Champaran was ruled by different kingdoms — including the Videha, Sunga and Kanva dynasties. It is also widely believed that Champaran was once a significant part of King Janak's empire — making it a region of deep historical and cultural antiquity. The land is associated with the great traditions of the Mithila region and the ancient kingdom of Videha.

Medieval Period

The region of East Champaran passed through various dynasties during the medieval period. During the 12th century and beyond, the region came under the influence of successive rulers who shaped its cultural and administrative identity.

Colonial Period — Creation of Champaran District (1866)

The Champaran District was first formally created in 1866 during British colonial rule. The district came to global attention during the indigo plantation era — when British indigo planters forced local farmers to cultivate indigo on a portion of their land under the oppressive Tinkathia system — giving a fixed share of the crop to the planters.

Champaran Satyagraha (1917) — Gandhi's First Civil Disobedience

The most historically significant event in East Champaran's history is the Champaran Satyagraha of 1917 — launched by Mahatma Gandhi in response to the suffering of indigo farmers under the Tinkathia system. Gandhi came to Champaran after being approached by local farmer Raj Kumar Shukla — and upon witnessing the conditions of the farmers, launched a campaign of non-violent civil disobedience that forced the British administration to investigate and ultimately abolish the Tinkathia system.

The Champaran Satyagraha is recognised as Mahatma Gandhi's first civil disobedience movement in India — and a foundational moment in the Indian independence movement. Motihari, the district headquarters, was the epicentre of this historic movement.

Division of Champaran (1972)

On 1 December 1971, the original undivided Champaran District was divided into two districts — East Champaran (Purvi Champaran) and West Champaran (Paschim Champaran). East Champaran District formally began functioning from 2 November 1972.

Geography

East Champaran is located in the northwestern part of Bihar and covers an area of 3,968 sq km. Its boundaries are:

  • North — Nepal
  • East — Sitamarhi and Sheohar Districts
  • South — Muzaffarpur District
  • West — Part of Gopalganj District

The district presently consists of 6 subdivisions and 27 blocks. It is part of the Tirhut Division of Bihar.

Headquarters — Motihari

Motihari is the district headquarters of East Champaran and is popularly known as the Lake City — named after the scenic Motihari Lake at its heart. Motihari is located approximately 80 km west of Muzaffarpur and 152 km northwest of Patna — the state capital. The city was established in 1866 and has a population of 4,26,158 (2011 Census).

Motihari is served by the Lok Sabha constituency of Purvi Champaran and the Vidhan Sabha constituency of Motihari.
