Odisha University of Health Sciences (OUHS) is a public state medical university located at Sishu Bhawan Square, Bhubaneswar, Odisha, India. Established on 5 March 2023 under the Odisha University of Health Sciences Act, 2021 — enacted by the Odisha Legislative Assembly — OUHS is the sole affiliating university for all government and private health science colleges throughout the state of Odisha. Its establishment brought all medical, dental, pharmacy, nursing, AYUSH and allied health science colleges across Odisha under a single, unified academic framework — replacing the earlier arrangement under which individual medical colleges were affiliated with various general state universities.

Background and Establishment
Prior to the establishment of OUHS, Odisha was perhaps the only state in India where medical colleges were governed by general universities — with each college affiliated to a separate general university such as Utkal University, Sambalpur University or Berhampur University. This created a significant disparity in terms of uniformity of curricula, examination standards and quality of medical education across the state. The absence of a nodal agency for medical education and research was a long-felt gap in Odisha's healthcare education ecosystem.
The state government had first proposed a dedicated health university in the early 2000s, and after sustained efforts over two decades, the Odisha University of Health Sciences Act, 2021 was passed by the Odisha Legislative Assembly. The university was formally established on 5 March 2023 — becoming the apex affiliating body for all health science education in Odisha.
Objectives
The Odisha University of Health Sciences was established with the following primary objectives:
- To ensure affiliation, uniformity and proper academic standards across all health science colleges in Odisha
- To provide systematic instruction, training and research exclusively in Modern Medicine, Homeopathy, Ayurveda, Dental, Mental Health, Pharmacy, Nursing, Physiotherapy, Laboratory and Radiation Technology
- To bring all medical and paramedical colleges across Odisha under a single affiliating university — replacing the fragmented general university affiliation system
- To standardise curricula and examinations across affiliated institutions
- To elevate the overall quality of healthcare professionals produced in the state of Odisha
- To promote medical research and evidence-based healthcare education
